EL-250 Eliminator siezed engine
Not really your bike, but a couple of things to check.
1: Engine stop switch turned off.
2: Clutch lever not pulled in or gear not in neutral
3: Spark plug dirty, broken or the gap is maladjusted.
4: Spark plug cap or tension wire trouble
5: Spark plug cap shorted or not in good contact
6: Spark plug incorrect
7: CDI trouble
8: Neutral, starter lockout switch, or sidestand switch trouble
9: Crankshaft sensor trouble
10: Ignition coil trouble
11: Ignition or engine stop switch shorted
12: Wiring shorted or open
13: Fuse blown
It appears that you have looked over and proved that some of the listed possible issues are not the problem. I just copied the possible troubleshooting stuff from my 125 manual.

It appears that you have looked over and proved that some of the listed possible issues are not the problem. I just copied the possible troubleshooting stuff from my 125 manual.
since its been sitting that long - take the plugs out and spray some lube in there to protect the cylinder walls on first start up and to help free the piston up to move (you can spray a good bit int here without causing any issues. up to a table spoon worth)
