Bike does not run right.

Default Bike does not run right.

I got a 2001 Kawasaki Vulcan Nomad 1800 I had just bought that had been sitting for over a year. After replacing the fluids, draining the gas and replacing plugs, at about an eight of the throttle, the bike wants to skip at its revs instead of running smoothly. Until it get to full throttle then it takes off. But letting it idle without the choke on makes it sputter and die. I'm completely at a loss as to why this is happening. Took the cover off to peek into the throttle body and everytime it pops it's alternating mini flames between the front rear flaps. Don't know if this has a connection, but just trying to include everything I can think of. Wish I could post a video to show it in action.
