F7 question

I am trying to figure out my bike. can anyone tell me what the function of this is?

Antique-by-today's-standards throttle lock AKA "cruise control". Should have been to the inside of the throttle grip.

I thought maybe it was some sort of primer to to start bike. That makes sense.

I know this is a bit old, but I have the f5 with the same set up. It's not a throttle lock, but remote choke lever. Pretty handy, I love having the choke on the handle bar.

I think the lever and that side of the housing is for the choke, the other is for the throttle and has a lock screw to hold the throttle on it. Looks like the thing is broken where the cable fittings go in.
