Default Question on wheels

ok so i HAD the all green painted wheels on my 99 ZX6R and at one point in the life of the bike someone stripped the paint back to just the middle of the wheel giving the polished look... now im having a TON of, well... it almost looks like corrosion/pitting, ive been using mothers alum polish w/ a buffing wheel on a dremel for the small spots and an actual buffer for the larger areas.. any advice... btw, heres a pic of what im dealin with.....

these pics are of a GOOD area of the wheel and you can see where it looks like the guy DIDNT take the tire off to strip back the paint.... any suggestions?

Looks like a lot of hard work there.

My condolences,

To me it looks like clearcoat failure. I bet he cleared over the bare aluminum. See if you can not wet sand it and then polish it with a good metal polish.
