Those are distributed by the US Postal Service - they are issued as change when you buy stuff from the stamp machines.

I have had people actually reject them as currency when I tried to pay for things with them. Then I start threatening them with federal charges if they don't accept them...

post office and vending machines in the hospitals kick them out as change. not as fun hucking a dollar at a cars window as it was doing it with nickles
