Hey folks... Just sold my old ride... looking into another Kawasaki, ZRX1200. But first... can and how much of a problem is it, or is it worth it to do a 2003 Kawasaki KLX 400, into something street legal?

Welcome new old guy.
The answer to your question on plating the klx400 depends a lot on where you live. Some states, like Idaho, make it very easy to plate a dirt bike. No inspection. The bike may not be street legal (horn, mirrors, etc that is required) but you'll get the plate anyway then its up to you to make it legal by adding the equipment. Other states like California and Oregon make it virtually impossible to plate a dirt bike. If the title doesn't say street legal, can't do it. I think the KLX400 would be a great dual sport bike. You'll have to look into requirements for your state. Where are you?
