Sea cow is a pretty common nickname for a manatee. I really doubt the objective was referencing a Dr. Katz cartoon. Although, I've been wrong before.

Actually in that cartoon it was referencingthe comedian Jim Gaffigan, who is really funny. There are a lot of clips on you tube.
