Went to replace my seals today, hoping that having the proper screw driver would alleviate the troubles you had removing the screws...
Nope. Check out what's on the back side of these guys:
The screws are punched on the backside so as to prevent them coming lose (or being able to remove / service the throttle plate!)

the screws are just regular 3mm thread screws. They were 1.5cm long but I had to cut them down to around 1cm. Better if you can find the shorter ones. Really, don't be scared of drilling and extracting the screws. Just get someone to help you hold the carb, place a piece of wood under the plate inside the carb to keep it from turning and go real slow. This was my first time extracting a screw so I'm sure anyone can do it. They come out real easy once you get the extractor in the hole you drill.

The exact specs for the screw that I removed (the in-tact one), was M4x0.7 5mm (probably 6, but I filed out the punch).
You might want to add that to the initial post if you can.
Now I have to tackle the damn near impossible task of sourcing a replacement here in Canada....
Also, how did you pull the butterfly shaft out neonarc? is there a retainer on one end or anything? Mine isn't budging.
