I did alot of sound testing with my exhaust

if you check out this thread at idle its barely louder then stock with my final setup
I did test it with a sliencer tip, and stock header too
of course riding its way louder but I would think if you ever got tested for sound level it may be low enough to pass
All my tests were inside my sealed garage I would think that could make it seem louder as the sounds could bounce back and forth

To me I really like the sound it makes when riding too which was a plus to the extra power I got from it

I should revisit that thread and do a new sound test I think it may be louder now maybe the packing needs replacing

MaximusPrime, trying a KLX 300 muffller sounds like a goof idea. Found one on ebay for little money:
KAWASAKI KLX 300 KLX300 MUFFLER EXHAUST - 2D POWER TIP w/ SPARK ARRESTOR SCREEN (Fits: Kawasaki KLX300)

Will that fit my 2014 klx 250 S?

You need the header as well, the 250 and 300 headers are slightly different lengths. The 250 header could be modded to be a 300 with a wider flange added onto the existing flange where the pipe and muffler meet.
What I'm trying to say(poorly) is that the 300 header steps up in size right after the 250 header stops. A good muffler shop should be able to make a pipe insert or add a new flange on the end of your pipe.
If you weren't in Indonesia, I'd sell you my header that lost it's heat shield tabs for cheap money...just to try it out.
The 300 isn't loud, but makes the bike sound like a thumper, instead of a sewing machine.
I think you'll like it.
FWIW, I've bought 2 complete 300 exhuast's for $100 each.

It's just the exhaust, only 29 bucks + 9 bucks int'l shipping. The locals here are very good to make thinks fit.
Already took the plunge and placed the order. Don't have paypal and always got error messages with my visa, master and german debit card. Changed the shipping address to my german address to match my billing/card address. Still got the same error messages. Later I received two mails from paypal saying that direct debit to my current account has been accepted. Strange. Maybe I get two exhaust now. At this low price I don't mind to have a spare one. Let's wait and see what will happen.

Your sound description sounds exactly what I'm after, a darker less sewing machine like sound and still quite!

Not the best pics but I was using a GoPro and couldn't see the results.

Here you can see the length difference. The pipes are the same diameter over most of the length, until you get to the flange.

I tried uploading a better picture, but the upload keeps failing. Maybe when I get to work tomorrow.
The 250 pipe fits inside the 300 with room to spare.
If you want to revert to the 250 set-up, I would have a short piece of pipe expanded on one end to fit. If there is no going back, then cut the header and add on the appropriate size flange. Or find a 300 header. At $38 for the muffler, well lightning may strike twice.

Thanks a lot for the pics! There is quite a difference in lenght and diameter. I have the impression one would need the 300 header as well.
My order did not go through. Maybe a german card and an indonesian IP address was not accepted. Since that think is so cheap I'll try to order it in summer when I'm in Germany and carry it with when I return and let the local mechanics try to make it fit. If they fail I lost only 38 bucks.
