That Dupli-color Metal Cast transparent engine part paint might be interesting on the fork upper tubes, possibly on the rims if rim condition is nice. Might allow easy touch up and definitely lower cost than powder coat or anodizing.

Never powder coat your fork uppers. The extra thickness will make them not fit in your triples. Also it would not look very good even when fresh imo. Fork uppers can be anodized but you'd have to break the legs completely down so there were no included parts when you send them off.

Kawasaki used blue anodized forks in the 92-93 KX line. These can be adapted for use with our bikes and is a cheaper way to go than anodizing a set.
