Someone who can do bicycle wheels would be able to true a motorcycle wheel quite easily given the right size wrench for the spokes.
I used to build bicycle wheels, they're a whole lot more sensitive to spoke tension. Worst part for me is the perfectionist in me. Good bicycle rims can be trued within extremely tight limits mainly for braking on the rims. They are more affected by individual and small combinations of spokes due to the lighter rim strength, where motorcycles are not so much due to the much heavier stronger rim. Motorcycle wheels vary a bit more, especially at the welds, so similar perfection is unattainable, but they're not as sensitive to the differences. If they realize the differences then shoot for the best possible, but it will never come close to that on bicycles.
Another person who could help would be a motocrosser with good mechanical skills, they have to check spokes on a regular basis, although any rider with spoke wheels should do the same. Spokes seat in and will lose tension. Which reminds me I should check mine...
