My js550 1989 has Stiff Steering after it sat outside last summer. The steering was great when I bought it 12 months ago, but after leaving it outside near where we'd ride it for the summer of 2011 it was stiff by the fall. And yes we were riding it in salt water too..... I know very bad owner.

Can I lube the cable?

It is stiff from one side to the other. You can turn it, but it takes force. No way you could ride it ride now.

I know it has a steering cable, but is there some way to lube it? Its not totally seized so I really don't want to have to replace it. I sprayed some wd40, pb blaster etc at the ends of it, but that not really doing much.

Also I read to 'check the impeller' Is there something else that could be tight and causing stiff steering?
