Electrical problem with new bike

Default Electrical problem with new bike

Hey, I had a bad rectifier regulator, so I got a new one. Before putting it in I checked the stator resistance (0.8ohms on each pole). I checked the output of the stator (40VAC at 2000rpm and 80VAC at 5000RPM). I also made sure the stator was not connected to ground.

So I put it in the new R/R and turns the bike on and checked charging voltage across the battery. It was only around 12.9 - 13 volts. which I thought was odd. So I checked the AC voltage coming out of the stator with the R/R connected and it only puts out around 3-4 volts? and the R/R was getting warm to the touch within 10 seconds of the bike running. Is this normal?
