Had a 1996 1500 Classic and same thing, the fuel mileage sucked. Your right,the 4 speed does make a difference. At 55 mph. it was 1/2 way decent, but anything over that, the mileage sucked.
Took the bike to Sturgis one year and going through the bad lands you run between 80mph and 100mph.
I was hitting reserve @ 80 to 90 miles.
First of all I can't believe Kawasaki would build a cruiser with a 4 speed.(especially a 1500cc)
What did they think, you weren't going to go over 35mph.
Second, if they are going to build it, put a gas take on it that's bigger than 3.5 gal.
If you take long trips or are planning on taking long trips, get rid of it.
Great bike for around town, but if you go outside the city limits, throw a 5 gal gas can on your passengers lap !!!
Got rid of mine and now ride a 2004 Nomad.
Great bike and I don't have to stop at every gas station I go by.
If I ride it like the road signs show, I have gotten 50mph.
If I ride it having fun, I will get around 45mph.
I know what your going through.
